Here we take pesticides in its wider sense, to include insecticides, fungicides, herbicides and molluscicides, and align with the definition from the FAO and WHO (2014):<em> \u2018Pesticide means any substance, or mixture of substances of chemical or biological ingredients intended for repelling, destroying or controlling any pest, or regulating plant growth\u2019<\/em>. Land managers should be striving to move away from Highly Hazardous Pesticides \u00a0in particular (<em>\u2018pesticides that are acknowledged to present particularly high levels of acute or chronic hazards to health or environment\u2019<\/em> &#8211; see full definition in FAO and WHO, 2014) and make use of non-chemical pest control measures that have a less potent effect on the land\u2019s flora and fauna, and fewer off-target affects.<\/p>\n<p>This positive impact indicator &#8211; tracking the reduction in use of pesticide of time, above and beyond business as usual and national law &#8211; should only be used alongside a robust risk management plan. Impact managers should check what pesticides are used by the investee as a part of their risk screening and due diligence processes. An ESAP should be in place to reduce, and where possible phase out, the use of pesticides, in particular Highly Hazardous Pesticides, and to ensure safe working conditions.<\/p>\n<p>This indicator supports sounds pesticide management in agriculture, as promoted by FAO (FAO 2021) and others. The Basel, Rotterdam and Stockholm Conventions govern the use of chemicals at a global level (Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal; Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade; Stockholm Convention on Persistent Organic Pollutants). The Strategic Approach to International Chemicals Management (SAICM) is a global policy framework to foster the sound management of chemicals. This indicator was added in August 2023.<\/p>\n","methodology":"<p>Data on pesticide usage should be tracked by land managers and collated by fund impact managers across projects on a yearly basis, with particular reference to the usage of Highly Hazardous Pesticides. Data should be recorded disaggregated by pesticide type. The units of kilograms of pesticide per pesticide and per hectare should be used to accurately track active product usage, and avoid dilution issues.<\/p>\n<p>Trends should be tracked against a pre-investment baseline. Projects should aim to decrease pesticide usage over time, particularly the usage of Highly Hazardous Pesticides, to reduce their impacts on biodiversity.<\/p>\n","communication":"<p>Kilograms of pesticide used per hectare per year should be communicated at a project level and summed at a portfolio level.<\/p>\n<p>When considering pesticide reduction, an important aspect to consider is the decrease in the usage of Highly Hazardous Pesticides. If an intervention enables the elimination of HHPs and promotes the use of safer alternatives, it would signify a significant improvement. Therefore, this indicator could be divided and communicated in two categories:<\/p>\n<ol>\n<li>the reduction of HHPs through the adoption of other pesticides,<\/li>\n<li>and the overall reduction in pesticide usage, up to potential total reduction<\/li>\n<\/ol>\n<p>The FAO incorporates this distinction in their <a href=\"https:\/\/www.fao.org\/faostat\/en\/#data\/RP\">FAOSTAT database<\/a>.<\/p>\n<p>Whether further granularity is required, usage can be tracked and summed on a per pesticide basis. Increases or decreases over time should also be made clear.<\/p>\n<p>It should be clearly communicated that this indicator is focused on pesticide usage and not chemical usage so as not to include chemical fertilisers, whose careful and targeted use can be compatible with sustainable production. The word \u2018pesticide\u2019 is commonly used as an umbrella term that includes insecticides, fungicides, herbicides and molluscicides, and all of these should be considered in this indicator.<\/p>\n<p>This is a proxy indicator, not measuring the fund\u2019s direct impact on biodiversity but instead tracking the reduction in a practice harmful to biodiversity.<\/p>\n","considerations":[{"text":"Kilograms of pesticide is a more accurate measure of active product used than litres, as it avoids dilution issues, hence our suggestion to use this as the units here."},{"text":"Usage of this impact indicator should also be accompanied by suitable due diligence and risk management to ensure projects are only using pesticides that are legal in the jurisdiction, and that suitable protective clothing is provided to staff who are exposed to said pesticides, if used."},{"text":"Projects should consider providing technical assistance to investees to help them reduce their pesticide usage sustainably, with particular focus on the reduction of HHPs \u2013 with training provided on other methods for pest management that ensure yields are not impacted by the reduction in pesticide use."}],"resources":[{"link_text":"FAO, WHO, 2014.
